Annotation: The development and effective usage of Fog Computing technologies requires the solutions of the most complicated problems first of all, processing and management of big data, including the problems of rational construction of «lower level networks» that support the operation of terminal devices within the framework of the IoT concept. The article describes the use of methods of graph theory for solving such problems.
