He is the author of over 100 scientific works, including 5 encyclopedias and 4 patents of inventions.

Research interests: study of methodological problems of sustainable development of society. He is the head of the "Economy of Russia and the problems of sustainable development" line of research in the university.

Brief academic biography. In 1982, he graduated from the Kiev Institute of Civil Aviation Engineers with a degree in "Technical Operation of Aviation Equipment". In 1989, he finished full-time postgraduate studies at the Bauman Moscow State Technical University at the Department of Economics and Organization of Production and defended his Ph.D. thesis in the specialty 08.00.28 - "Organization of Production".

In 1997, he graduated from the University of Greenwich (London, Great Britain) with a Masters degree in Financial Management. In 2002, he completed his doctoral studies at the Plekhanov Russian University of Economics; as a result of the defense of the doctoral dissertation on the topic: "Corporate venture investment in the modern Russian economy" was awarded the degree of Doctor of Economics.

Makrusev Viktor Vladimirovich

Brief academic biography. In 1979 he graduated from the Military Orders of Lenin, October Revolution and Suvorov Academy named after F.E. Dzerzhinsky with a degree in electronic computer technology, having received the qualification "military engineer in electronics."

From 1979 to 1995, he held scientific positions at the 4th Central Research Institute of the Strategic Missile Forces of the Ministry of Defence of the Russian Federation named after F.E. Dzerzhinsky, including the position of head of the department of software and hardware for a special-purpose information system.

In 1980-1986, together with Belan A.M., Krylov N.I. and Kalchenko S.B. devices for multiprogramming were developed and patented. The inventions are related to electronics and computer technologies and are used in microprogram control devices.

From 1996 to 2000, he headed the research laboratory "Scientific and applied methods of customs", organized and managed projects in the development of theoretical and methodological foundations and scientific and applied methods to improve the efficiency of management of the activities of customs authorities, as well as scientific and methodological support of tasks operational management of the activities of customs authorities and long-term planning of customs activities.

In 1994, he conducted research in the field of cognitive technology and a holistic evolutionary approach in the following areas: intellectualization of global information and computing systems: fundamentals, concept, problems; cognitive processes of evolving systems; cognitive dynamics: basic concepts, basic tasks, systems solution schemes; Cognitively Productive Meta-Technology: A Constructive Description.

In 1998, he defended his dissertation for the degree of Doctor of Physical and Mathematical Sciences on the topic "Holistic evolutionary automation of scientific, project and experimental research of intelligent information and computing systems."

Since 1994 he has been a corresponding member of the International Academy of Informatization, since 2004 - a full member of the Academy of Quality Problems. Since 1995, he has specialized in studying the features of the functioning and development of the public administration system, in particular, the customs administration system. Since 2016 he has been working as a professor at the Department of Management of the Russian Customs Academy. Since 2011, he has been an expert of Rosobrnadzor for licensing control and state control (supervision) over compliance with the requirements of the legislation of the Russian Federation in the field of protecting children from information that is harmful to their health and (or) development, to information products used in the educational process.
