Annotation: The article examines the implementation of state policy for supporting small and medium-sized enterprises (SMEs) in the Russian Federation under the national and federal SME projects (2019–2030). Drawing on a comparative analysis of planned and actual values of key indicators, along with official reports from the Ministry of Economic Development and data from the Federal Tax Service for 2019–2026, the study identifies methodological risks inherent in the target indicators specified in the project documents. The findings show that the current indicators allow for multiple interpretations, are difficult to verify, and replace meaningful assessment of structural change with formal quantitative and fiscal tracking. The practical significance of the research lies in demonstrating the need for a methodological shift in evaluating state support for SMEs – a move from broad quantitative metrics to a system of qualitative indicators that reflect the sector’s actual contribution to the economy. The conclu- sions can be used to refine the project management framework and develop target benchmarks for future state programmes supporting entrepreneurship.
