Annotation: Modern Russian higher education system is a whimsical combination of Soviet heritage and innovation, preemptive manner borrowed from Western sources. When this occurs the next attempt to create structures within which mechanically combine elements, logical combination and interaction of which by itself represents if not impossible, in any case, difficult not only for practitioners, but also for the theorists of the task. Annotation: Law is one of the most attractive and popular directions in higher education.
