Annotation: In this article, the authors substantiate the need and possibility of developing and implementing various co-financing schemes for the progressive development of physical culture and sports in the Russian Federation. Based on the analysis of the fundamental regulations governing the area of activity under consideration, the article presents the level and content of legal regulation of the development of physical education and sports. Based on sufficient empirical material, the existing, objective and relevant trends that underlie the budgetary and extra-budgetary financing of physical culture and sports in Russia are identified. At the same time, the economic feasibility of using alternative financing instruments is substantiated and possible prospects for using various sources are determined from the point of view of compliance with the principle of sufficiency. The issues of non-traditional financing of sporting events in our country, due to the mutually interested partnership of the state and private business, presented in the article deserve attention. The authors present a set of appropriate government sup- port measures designed to ensure the progressive and effective development of the sector under consideration.

Annotation: The article examines certain aspects of domestic tourism in the context of the conceptual approach developed in the sphere of the tourism industry of the Russian Federation as a result of the adoption of the federal project “Tourism and Hospitality Industry”, which became the basis for the further development of domestic tourism. The dynamics of the tourism industry development is shown. Attention is paid to the consideration of the adverse impact of foreign policy, domestic economic and organizational factors. There is an assessment of the regulatory framework that determines the financial relationships of participants in the tourism industry within the framework of this program area. The authors emphasize that the ongoing practical implementation of the national project in the tourism sector necessitates the development of new approaches and tools in management at the municipal level, stimulating administrative-territorial entities to create new tourism products by improving the financial, economic and organizational apparatus and the use of modern tools. Significant attention is paid to the expansion of the use of telecommunications and information base and issues of practical testing of tax tools, which should contribute to the development of the tourism industry at the regional and municipal levels.
THE ASSESSMENT OF THE EFFECTIVENESS OF MARKETING STRATEGIES OF BANKING SYSTEMS THROUGH THE ANALYSIS OF THE MARKETING ACTIVITIES OF JSC TINKOFF BANK

Annotation: This article discusses various theoretical and practical aspects of banking marketing. In the modern world, in con- ditions of increasing competition, marketing is becoming necessary for every organization. Marketing for financial institutions, including banks, is becoming especially relevant. The practical aspect of the study is analyzed within the framework of the analysis of the effectiveness of the elements of the marketing strategy of JSC Tinkoff Bank. The authors of the study consider such functions of Internet marketing as constant contact with the target audience, convenience of service, customer orientation and the search for optimal ways of promotion. The research is based on the collected statistical and information data on the marketing strategy, target audience, promotion features and financial performance of the company. The conducted research allowed us to conclude that JSC Tinkoff Bank directs a large amount of funds to native advertising and content marketing, which is due to the need for constant communication with a potential and/or existing client. The scientific article is intended to raise interest in the field of banking systems and banking marketing, as well as to identify the experience of promoting one of the leading Russian banks.
STRATEGY FOR MANAGING THE ADAPTATION OF THE SOCIO-ECONOMIC BIOSYSTEM BASED ON THE CIRCULAR ECONOMY

Annotation: In response to the global and prolonged deterioration of the phenomenon of life in the socio-economic biosystem (SEB), the article postulates the circulation of matter within it. It is noted that the circulation of matter in the SEВ, based on its nanodestruction and the subsequent forming of a marketable product, involves the systemic self-organization of distributed economic systems. Precisely this neutralizes the contradiction between the progressive transformation of resources and the limitations in its provision. It is stated that the involvement of an individual’s waste resolves a global contradiction: between the progressive transformation of resources and the alienation of resources from the bulk of individuals of the SEВ. A mathematical formalization of the turnover of resources in the SEВ is proposed, which makes it possible to develop optimal management of ad- aptation, both the provision of resources and the rate of their turnover. The statement of ecology as an area of existence of the phenomenon of life of sustainable self-organization of the biosphere and SEB allowed them to be formalized in mathematical images in the form of grad. The foundations of the scientific and methodological approach for the development of effective management of the biosphere and SEВ adaptation strategy are predetermined. An eco-strategy for managing the adaptation of the SEB and the biosphere in the field of ecology is determined, guaranteeing the sustainable development of the phenomenon of life.
FEATURES OF PROPERTY RELATIONS MANAGEMENT AND THEIR DEVELOPMENT: EXPERIENCE OF THE CITY OF MOSCOW

Annotation: The article discusses the features of managing property relations within the administrative-territorial formation of the city. Considerable attention is paid to the development of property relations in the city of Moscow. In particular, the composition of the city’s property and the main features of its management as part of the city’s property complex were examined, including legislative regulation, financial, economic, technical, technological and information management of property relations, etc. In the context of other issues, it was emphasized that it is necessary to strictly maintain the balance of property, at the disposal of the subject (city), regulate the ratio of municipal and commercial objects in the property management structure, taking into account the interests of the state (city) and at the same time it is necessary to create optimal conditions for potential consumers (users). It is concluded that increasing the efficiency of property relations management is largely achieved through the use of modern methodological approaches in the context of informatization of the management process and improvement of technological techniques based on their digitalization and the use of domestic software, which ensures the development of property relations in the city.
