Annotation: The most important strategic task of the Russian higher education system is to train personnel for the needs of the digital stage of development. Despite the popularity of information professions and the growing demand for IT education, Russia is experiencing a significant shortage of IT specialists of various levels of training. The study identified the main institutional and competent imbalances in the IT training system, which made it possible to identify a set of factors that have a cumulative effect that has accumulated over a number of previous years and prove the inflexibility and low responsiveness of Russian academic educational institutions to the urgent re- quirements of systemic digitalization. It is concluded that the non-use of the potential of Russian universities, the inability of the education system to adapt as quickly as possible to the new digital reality in terms of increasing the training of demanded IT specialists, the separation from the needs of real practice leads to a deceleration in the processes of information transformation and objectively casts doubt on the achievement of Russia’s digital maturity in the medium term.
THE CONCEPT OF AN INTEGRATED MULTI-LEVEL TRAINING SYSTEM FOR QUALIFIED PERSONNEL IN THE FIELD OF GENERAL AVIATION

Annotation: The article discusses the problem of the shortage of qualified specialists in the field of general aviation. The analysis of the reasons for the need to improve the system of professional forming and development of general aviation specialists is carried out. The basic principles of an integrated multi-level system of training qualified specialists are defined and substantiated, and a variant of its implementation is proposed. The authors pay special attention to the importance of career guidance for students at the stage of education in a general education organization, as well as to the provision of practical work opportunities for students at higher educational insti- tutions and industries. The mentoring method is considered as a mechanism for transferring unique experience to a new generation of general aviation specialists. The need for continuous training and advanced training of specialists to meet the rapidly changing requirements of the industry is noted. In general, the article offers a comprehensive approach to solving the problem of training qualified personnel in the field of small aircraft, covering all key stages of education and professional activity of specialists in the current area.
DIGITALIZATION OF EDUCATION: RISKS AND CONSEQUENCES

Annotation: The use of digital tools, as practice shows, brings significant diversity to teaching methods and can significantly increase students’ interest in all types of classes. Nevertheless, expectations of the adverse effects of digitaliza- tion of education have been formed in the teaching environment. The article reveals the advantages and risks associated with the digital transformation of the educational environment. The most important are cognitive and ethical risks, as well as risks associated with competition from educational platforms with online courses. The authors differentiate the risks of students, teachers and universities as the main subjects of educational activity. Such important social problems in the development of education as social inequality and the “digital divide”, the “manageralization” of the university structure to the detriment of creative self-organization, and the strengthening of ethical issues of compliance with standards of academic integrity in education are highlighted. The article formulates some proposals to neutralize risks, including the need to develop digital didactics, update the qualification requirements for a higher school teacher, and develop an information culture among students. The implementation of these proposals can be useful for improving the effectiveness of educational activities in the digital environment.
IMPLEMENTATION OF THE TERNARY SYSTEM TO MEASURE THE METRE OF A POETIC WORK

Annotation: When measuring the metre of a poetic work in verse, feet are usually taken as a basis, which consist of stressed and unstressed syllables. At the same time, it is necessary to determine the size of the foot in advance. With further measurements, it may also turn out that in some lines of the poem the sequence of stressed and unstressed sylla- bles differs from the first line. That is, some positions of syllables in the poem cannot be unambiguously attributed to either stressed or unstressed ones. Such a discrepancy can greatly confuse the student. To solve this problem, it is proposed to take into account not two variants of syllables, but three: unstressed, incompletely stressed and stressed syllables. The metre of the poem is proposed to be written not in words, but in numbers indicating the type of syllables. With this approach, there is no need to determine the length of the foot in advance, and it is also not difficult to determine the metre of poems in which not all lines have the same sequence of stressed and unstressed syllables. In order to automate the measurement of metre, as well as for use as an electronic educational resource in literature lessons, the intellectual information system “Fet.Online” is created, which allows us not only to deter- mine the poetic size, but also to visualize the structure of the poem, as well as to form its textual description. The system also has a database of poems from the school literature course, which students can use for individual work.
THE TRANSFORMATION OF PEDAGOGICAL SCIENCE IN THE CONTEXT OF A NEW NORMALITY

Annotation: The article is devoted to the consideration of the category “social system of scientific pedagogical knowledge production” as a product of specialized scientific work. The factors influencing the forming and development of pedagogical science in the conditions of a new normality are highlighted, which are characterized by the rapid emergence of new phenomena and systemic changes that differ sharply from the previous ones. A systematics of trends in the field of pedagogical education reforms is given. The basic principles of the transformation of pedagogical science in the period of the forming of a new reality caused by the instability of the social situa- tion are formulated. The scientific and methodological concept of the development of pedagogical science as a social institution for the production of scientific pedagogical knowledge, an adaptive transition to a qualitatively new state of educational systems through an adequate response to changes in the external environment in the conditions of a new normality is proposed. Through a survey of participants in the network collaboration of the Ural Federal District, the most important problems in the reform of teacher education are highlighted. The results of the study provide grounds for a better understanding of the process of transformation of pedagogical science in the context of a new normality, clarifying the results of the changes being made and can be used to justify management decisions.
