Annotation: The article examines the formation of an organizational and economic mechanism for ensuring decent work under the conditions of digital transformation of the economy. It shows that the development of digital platforms, remote employment, and algorithmic management is changing the content of labor relations and calls for refin- ing the instruments for regulating employment quality. The purpose of the study is to substantiate a mechanism that links basic labor guarantees, digital inclusion of workers, and institutional coordination of labor market actors. Based on systemic and institutional approaches, a three-contour model is proposed, comprising basic, digital, and institutional coordination contours. The mechanism is designed to diagnose digital risks, enhance income stability, and align the interests of workers, employers, the state, and platforms. The research also identi- fies practical applications of the model for regional diagnostics of employment quality, assessment of workers’ digital inclusion, and adaptation of social protection measures to new forms of work in the digital economy at the regional level.
DEVELOPING AN INTERDISCIPLINARY MODEL OF TOTAL FACTOR PRODUCTIVITY IN THE MODERN ECONOMY

Annotation: The article examines the interdisciplinary phenomenon in the context of total factor productivity (TFP). Drawing on the system paradigm and the principle of multi-subjectivity, the study breaks TFP down into its analytical components. It presents a four-level technological framework for a new TFP model, comprising the technolo- gies for producing and utilizing human, physical, and natural capital. The study substantiates the need for tech- nological consistency across the reproduction and management systems of all production factors. It develops a general operational framework for the model and identifies its attractor and target function. The scientific novelty of the model lies in shifting the analytical focus from the macroeconomic level to the enterprise level, while simultaneously building a scientific and practical foundation for the functioning of knowledge-intensive firms. The phenomenon of corporate total factor productivity (CTFP) is proposed and verified as relevant to the digital transformation of the economy. Finally, the study explores a new direction for the interdisciplinary TFP model, taking into account the requirements for expanded reproduction of innovative technological systems.
INNOVATIVE POTENTIAL IN THE SYSTEM OF INTERACTION BETWEEN PUBLIC AUTHORITIES, BUSINESS AND NON-PROFIT ORGANIZATIONS

Annotation: The article is devoted to the study of the innovative potential of trilateral interaction between government authori- ties, business and non-profit organizations in the regional economy. The subject of the study is the innovative potential of this interaction, including mechanisms, methods and tools for its formation, evaluation and imple- mentation to achieve socio-economic effects. The relevance of the study is determined by the increasing social obligations of the regions, limited budgetary resources and insufficient stability of the traditional mechanisms of support for the non-profit sector. The methods of theoretical analysis, systematization and modeling are used in the work. The author argues that trilateral interaction is an independent organizational and economic model that allows social tasks to be translated into a format of reproducible economic activity. A structural model of potential realization has been developed, including target, resource, organizational, financial, performance and evaluation blocks. The principle of estimating the cumulative effect is proposed as the sum of budgetary, manage- rial, commercial effects, income growth of non-profit organizations and socio-economic effect for the population. The model allows each participant to obtain measurable benefits: for the state to reduce the burden on the budget, for businesses to ensure a return on investment, and for non-profit organizations to form a stable income base.
ANALYSIS OF MODERN METHODOLOGICAL APPROACHES TO ASSESSING THE EFFECTIVENESS OF THE CONTRACT SYSTEM IN THE SPHERE OF PROCUREMENT TO MEET STATE AND MUNICIPAL NEEDS

Annotation: The article is devoted to the study of the methodological formation of approaches to assessing the effectiveness of the contract system in the field of procurement to meet state and municipal needs. The study’s relevance stems from the ongoing need to improve public procurement processes. This is supported by the positive trend in pro- curement volumes from 2021 to 2025, the decline in relative savings at contract award, and recent amendments to the relevant regulatory framework. The article discusses the key principles underlying the evaluation of the effectiveness of the contract system, as well as the criteria and indicators used for evaluation. The authors ana- lyzed existing approaches to defining and measuring effectiveness, systematized key criteria and indicators used in Russian and international practice, and identified problems and limitations of existing methods. Particular attention is paid to the degree of development, orderliness and scientific validity of the set of methods, principles and approaches used for assessment. An algorithm for assessing the methodological maturity of the approach is proposed, which provides for the consistent implementation of five interrelated stages aimed at identifying the completeness, balance and practical applicability of the criteria for the effectiveness of the contract system in modern conditions.
ASSESSING THE SCIENTIFIC AND TECHNOLOGICAL POTENTIAL OF THE VOLGA FEDERAL DISTRICT

Annotation: The article discusses methodological approaches to assessing regional scientific and technological potential in the context of achieving technological sovereignty. The author substantiates a methodology that includes the selection of indicators and their weighting coefficients. The integral index is calculated across four groups: per- sonnel, resource, and infrastructure support, as well as the effectiveness of scientific and innovative activities. An econometric analysis of the Volga Federal District regions reveals significant differentiation. The group with a high level of scientific and technological potential (index >0.4) includes Nizhny Novgorod Oblast, Bashkortostan, Tatarstan, and Perm Krai; the medium-level group (0.2–0.4) includes Samara and Saratov Oblasts and the Udmurt Republic; most regions fall into the low-level category (<0.2). The findings indicate that human resources in the district are insufficient, while infrastructure availability varies considerably. In most regions, the effectiveness of scientific, technological, and innovative activities lags behind infrastructure development, pointing to weak commercialization of research outcomes. The proposed methodology can be used in designing regional scientific and technological development programs.
AUTO INSURANCE FRAUD: DRIVERS AND COUNTERMEASURES

Annotation: The article examines the legal and economic aspects of motor insurance as one of the systemic threats to the financial stability of insurance organizations, as well as discloses theoretical and methodological prerequisites for introducing a set of practical recommendations aimed at countering this negative phenomenon. The authors identify the most common fraudulent schemes, clarify methodological approaches to managing the risks of fraud in the field of auto insurance, including the formation of mechanisms for corporate counteraction to destructive practices and ensuring the security of the insurance business and protecting the interests of insurers, including on the basis of the use of modern information technologies. The authors propose a set of recommendations for managing the risks of fraud in the field of auto insurance, which makes it possible to move from the classification of industrial practices to the formation of a corporate system without danger. The proposed recommendations imply a deep integration of risk management into the corporate strategy of insurance organizations in order to reduce costs, increase the stability and risk-free functioning of the insurance business, as well as increase customer confidence.
MEASURING CHINA’S TECHNOLOGICAL SELF-SUFFICIENCY: A COMPOSITE INDEX BASED ON THE NATIONAL CHAMPIONS AND LITTLE GIANTS’ MODEL

Annotation: The tightening of sanctions against China makes the assessment of its national innovation system’s capacity for autonomous development critically important. This article proposes a composite index of technological self-sufficiency that aggregates three components: innovation capacity, production capacity, and supply chain independence. The index builds upon a two-tier corporate model of “national champions” and “little giants” that encompasses large state-owned companies and certified small and medium-sized enterprises. Calculations for 2014–2024 show an increase in the index from 0.28 to 0.83, driven primarily by stronger supply chain in- dependence. Comparisons with international technology leadership indicators confirm the systemic nature of this shift. Before the sanctions, the model focused on catch-up development and expansion into international markets, and after that the focus changed to technological autonomy and a closed internal system. However, an asymmetry is revealed: the increase in production capacity is noticeably lagging behind innovative achievements, which creates a potential vulnerability of the model under further sanctions pressure.
NEW DETERMINANTS OF LABOR FORCE COMPETITIVENESS IN THE ERA OF GENERATIVE ARTIFICIAL INTELLIGENCE

Annotation: The article examines labor force competitiveness in conditions where artificial intelligence has ceased to be merely a tool for automating routine work operations. The study involved a systematic analysis of Russian and interna- tional scholarly research devoted to the theoretical and methodological foundations of labor force competitiveness, macroeconomic regulation of employment issues, enhancement of specialists’ competitiveness in the labor market, the specifics of competitiveness formation among young workers, and digital competencies as a component of em- ployee competitiveness. The study finds that existing competitiveness models do not reflect the qualitative changes in the Russian labor market since 2022–2023. Traditional professional skills are no longer a competitive edge – they have become a baseline requirement, with new demands emerging on top of them. It was concluded that the author’s integral three-level model of specialist competitiveness requires supplementation with new determinants: non-replicable competencies, cognitive capital, the ability to work in conjunction with artificial intelligence, adap- tive educational potential, digital professional presence, and ethical responsibility for decisions made.
EVALUATING THE IMPLEMENTATION OF NATIONAL AND FEDERAL SME PROJECTS: METHODOLOGICAL RISKS OF TARGET INDICATORS

Annotation: The article examines the implementation of state policy for supporting small and medium-sized enterprises (SMEs) in the Russian Federation under the national and federal SME projects (2019–2030). Drawing on a comparative analysis of planned and actual values of key indicators, along with official reports from the Ministry of Economic Development and data from the Federal Tax Service for 2019–2026, the study identifies methodological risks inherent in the target indicators specified in the project documents. The findings show that the current indicators allow for multiple interpretations, are difficult to verify, and replace meaningful assessment of structural change with formal quantitative and fiscal tracking. The practical significance of the research lies in demonstrating the need for a methodological shift in evaluating state support for SMEs – a move from broad quantitative metrics to a system of qualitative indicators that reflect the sector’s actual contribution to the economy. The conclu- sions can be used to refine the project management framework and develop target benchmarks for future state programmes supporting entrepreneurship.
INSTITUTIONAL CONSTRAINTS ON THE DEVELOPMENT OF SMALL- SCALE FARMING IN AGRICULTURE: SETTLEMENT AND PROCESSING MECHANISMS

Annotation: The article identifies two institutional constraints hindering the development of peasant farms and private sub- sidiary farms: the inability to scale up without losing economic control and the fragmentation of property shares through inheritance. Based on an analysis of the Civil Code of the Russian Federation, the Land Code, and the Federal Law “On Agricultural Cooperation”, the author substantiates the need for implementing trust property mechanisms. The main part of the article sequentially presents three elements of the proposed model: settlement as a legal regime for property shares, processing as an operational mechanism for joint processing and marketing, and cooperation as an organizational form integrating both mechanisms. The conclusion outlines the conditions for practical implementation of the model, including the transition from simple cooperation to an agricultural consumer cooperative while retaining ownership of shares for participants. Statistical data confirming the rel- evance of the problem are provided, along with an example of model testing based on a conditional peasant farm.
FEATURES OF PROMOTING SERVICES OF RUSSIAN SANATORIUM AND RESORT ORGANIZATIONS IN MODERN CONDITIONS: RESULTS OF FIELD MARKETING RESEARCH

Annotation: This article presents the results of a field study on how Russian resort organizations use wellness promotion tools amid digital transformation, shifting media landscapes, and evolving target audience profiles. The study also reveals variations in promotional strategies across resort categories, from unrated establishments to five-star facilities. The study identifies the most effective promotional tools for resort organizations in today’s environment, with a particular focus on digital tools. The article also examines the key tools for mitigating seasonal demand and the most effective sales channels for resort organizations. It identifies a correlation between a facility’s star rating and the channels used for selling services. Based on the data obtained, the article offers practical recommendations for optimizing marketing strategies in light of the restrictions on popular digital platforms in Russia and the growing share of younger consumers in the health tourism market. The conclusion summarizes the findings and outlines future directions for the study.
FEATURES OF THE EDUCATION DIGITALIZATION IN RURAL SCHOOLS

Annotation: The article analyzes the involvement of rural teachers in the informatization of education, identifies existing prob- lems, and suggests ways to address them. Based on statistical data from the Ministry of Education of the Russian Federation and the results of the Russian Monitoring of the Economic Situation and Health of the Population conducted by HSE University, the study examines the provision of ICT tools and specialized software in rural educational institutions in recent years. It determines the level of readiness and the need for ICT use among rural educators. It also identifies key problems and considers possible solutions for the digitalization of education in rural areas. The study reveals a fairly high level of readiness among rural educators to use modern ICT tools in their professional activities, while at the same time highlighting the need to improve the digital literacy of rural school teachers and their capacity for self-development in the field of information technology. The necessity of improving rural schools’ access to high-speed Internet and increasing the volume of meaningful educational content is also emphasized. The results of the study can be used by educational authorities in determining an optimal model for the rural educational system.
