Annotation: Man is governed by fear and desire. Accordingly, consumer society is governed by the desire of its members to enrich themselves and increase consumption. Today, Western countries' consumption has reached the limits of growth caused by the resource and environmental limitations of the noosphere. The cognitive dissonance between the declared unlimited consumption and the reality of the limits of its growth leads to mass discontent in the countries of the West, exerting a decisive influence on the authorities of the consumer society in domestic politics. After all, it is no longer possible to manage the consumption society at the expense of the desire to enrich itself. It remains to manage at the expense of fear. Adla needs this external enemy. This creates an equilibrium of fears, ensuring the stability of global evolution.

Annotation: The process of formation and transformation of dominant emissions in the case of energy generation – carbon dioxide (CO2) is considered. The effect of CO2 on climatic thermal vibrations is shown. The use of anthropogenic CO2 emissions as a tool for market manipulation is disclosed. The irrelevance of the reduction of anthropogenic CO2 emissions in the Russian Federation is shown. The proposal to collect payments of «carbon rent» from the emitter countries is substantiated.
