Annotation: The article topicalizes issues of studying informational competence from pedagogical and social viewpoints. It presents structural analysis of this notion and the specificity of its interlingual paradigm. It views definite examples of perfecting the process of forming interlingual informational competence.

Annotation: Terminology of electronic training in Russia is regulated by a number of normative documents of Rostekhregulirovaniya of 2006–2009 and the law on education in the Russian Federation. These normative documents enter and briefly define concepts: electronic training (ET), educational content, electronic educational resource (EER), electronic training material (ETM), remote educational technologies (RET) and others. However, the laconicism and formality of normative documents doesn’t give a complete and broad idea of features of the formulated concepts, their modern filling, forms and implementers. This article is devoted to the review, systematization and the substantial analysis of the diverse concepts and terms connected with electronic training. It is especially relevant in the conditions of mass application of information and communication technologies in educational process. Article reduces in uniform concepts from various normative documents, reveals their contents and features, shows interrelation of concepts and terms. Experience of application and the requirement to the systems of electronic training, their merits and demerits is considered. During creation of the electronic educational environment electronic educational resources of different types and categories of complexity are used. In article classification and the short characteristic of the service software of general purpose, electronic textbooks, software of control of level of knowledge of students, electronic exercise machines, software of mathematical and imitating modeling, software of virtual laboratories used in training, information retrieval help systems, the automated training systems, the expert and intellectual training systems is given. The attention is focused on specific features of these educational resources.

Annotation: The design of low-power circuits is becoming increasingly important due to the fact that excessive energy dissipation by digital devices becomes an obstacle to further increase the integration level and VLSI complexity, as well as due to the expansion of the market of portable self-powered devices. The energy consumption depends on many electrical and topological parameters of the circuit, and its reduction can be ensured at different design levels. In this connection, one of the most important problems is the development of methods and tools for energy consumption estimation not only of circuits at the transistor level, but also for calculating forecast estimates in the process of their design. The paper deals with the problem of energy consumption estimation of microcircuits based on CMOS technology. The energy consumption estimate is understood as the estimate of the average value of the energy dissipated by the circuit. The paper presents an analytical survey of known methods for estimating the average energy consumption of static CMOS circuits in the normal mode of their operation, used at different design stages.

Annotation: The article presents the first constructed stochastic model of the motion of a gyrostabilized platform that allows solving the problem of rail track parameters control based on the use of a high-precision inertial navigation system.

SPATIAL AND TEMPORAL VARIABILITY OF INSOLATION, WIND SPEED AND TEMPERATURE BY THE INTERNATIONAL MODEL PV-GIS

Annotation: Considerable part of renewable sources of energy based on such natural natural resources as energy of sunlight and wind. At the choice of locations of stations of green power there is a need for information on spatial and temporary distribution of the expected power characteristics depending on a geographical arrangement of the station. Assessment of potential of solar and wind energy is made by measurements on network of meteorological stations on which regular observations are made. As the space which isn’t captured by network of meteorological stations in some regions reaches up to 1000 km, there is a need to interpolate or extrapolate the available data to the required geographical areas. In the article on the base of results of complex measurements of current of solar photo-electric batteries and speed of wind the analysis of correlation characteristics of the field of average daily values of solar illumination and speed of wind in comparison to data of the international data archive of PV-GIS from 2007 for 2016 is carried out. Variations on longitude and on width are considered. The obtained data can be used for spatial extrapolation of quantitative characteristics of sources of “green” energy, and for estimates of reliability of network from such separate sources.
